{"id":17379,"date":"2017-07-03T10:38:45","date_gmt":"2017-07-03T15:38:45","guid":{"rendered":"http:\/\/www.conservators-converse.org\/?p=17379"},"modified":"2017-07-03T10:38:45","modified_gmt":"2017-07-03T15:38:45","slug":"45th-annual-meeting-pre-meeting-session-may-29-cap-map-and-steps-collections-care-opportunities-for-small-museums","status":"publish","type":"post","link":"https:\/\/resources.culturalheritage.org\/conservators-converse\/2017\/07\/03\/45th-annual-meeting-pre-meeting-session-may-29-cap-map-and-steps-collections-care-opportunities-for-small-museums\/","title":{"rendered":"45th Annual Meeting, Pre-Meeting Session, May 29, &#8220;CAP, MAP, and StEPS: Collections Care Opportunities for Small Museums.&#8221;"},"content":{"rendered":"<p>To kick off this pre-meeting session, Chris Reich,\u00a0Chief Administrator, Office of Museum Services, Institute of Museum and Library Services (IMLS), provided an overview of IMLS, which was founded in 1996, previously called IMS (Institute of Museum Services), which was founded in 1976.<\/p>\n<p>The IMLS is an independent agency, and the Director is appointed by the president. The Board is a congressional appointed board of museum and library professionals. IMLS is funded through annual congressional appropriations; primary source of federal support for the nationals 123K; libraries and 35K museums ; most well-known for grants; also conducts research and produces publications.<\/p>\n<p>Programs that IMLS sponsors: Museums for America (Museums Empowered), Native American\/ Native Hawaiian Museum Services, Museum Grants for African-American History and Culture, National Leadership Grants for Museums \u2013 fund projects that benefit multiple museums, help to advance the profession, and create models for other museums to use.<\/p>\n<p>IMLS also sponsors the <a href=\"http:\/\/www.aam-us.org\/resources\/assessment-programs\/MAP\">Museum Assessment Program (MAP)<\/a>, <a href=\"http:\/\/tools.aaslh.org\/steps\/\">Standards and Excellence Program for History Organizations (StEPS)<\/a>, and the <a href=\"http:\/\/www.conservation-us.org\/grants\/cap\">Collections Assessment Program (CAP),<\/a> which are funded through cooperative agreements. Grant funds go directly to the administration that administers the grants (FAIC for CAP, AAM \u2013 American Alliance of Museums &#8211; for MAP, and AASLH &#8211; American Association for State and Local History &#8211; for StEPS).<\/p>\n<p>I snapped a picture of this slide that demonstrates the purpose of each program:<\/p>\n<p><a href=\"http:\/\/www.conservators-converse.org\/wp-content\/uploads\/2017\/07\/2017-05-29-10.57.21-e1499092565571.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-17380\" src=\"http:\/\/www.conservators-converse.org\/wp-content\/uploads\/2017\/07\/2017-05-29-10.57.21-e1499092565571-300x226.jpg\" alt=\"\" width=\"393\" height=\"296\" \/><\/a><\/p>\n<p>Why are assessments important for cultural institutions?<\/p>\n<ul>\n<li>Aimed at small and medium sized museums \u2013 entry point to become poised to apply for state and federal grants<\/li>\n<li>Improve professional practices<\/li>\n<li>Awareness of national standards<\/li>\n<li>Re-energize boards and staff<\/li>\n<li>Working together<\/li>\n<li>Establish shared goals<\/li>\n<li>Foundation for planning<\/li>\n<li>Building community credibility and support<\/li>\n<li>Non-judgmental support \u2013 these assessments are collegial visits \u2013 helping that institution examine its operations and practices to help them become more professional<\/li>\n<\/ul>\n<p>First, Danyelle Rickard, Museum Assessment Program Officer, American Alliance of Museums, spoke about the MAP program. It&#8217;s been around for 36 years, and operates as a self-assessment program, coupled with a site visit and peer review, and then a final report. The process has three different types of assessments available: organizational, collections stewardship, or community engagement. To be eligible for a MAP, you need to have\/be the following:<\/p>\n<ul>\n<li>One professional staff for FTE<\/li>\n<li>Nonprofit \u2013 private or public<\/li>\n<li>Located in a US state or territory<\/li>\n<li>Open at least 90 days\/ year \u2013 special events and outreach count<\/li>\n<li>Cares for\/ owns\/ uses tangible objects<\/li>\n<\/ul>\n<p>Costs for the MAP depend on the operating budget of the museum:<\/p>\n<p><a href=\"http:\/\/www.conservators-converse.org\/wp-content\/uploads\/2017\/07\/2017-05-29-10.23.55-e1499094770974.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-17384\" src=\"http:\/\/www.conservators-converse.org\/wp-content\/uploads\/2017\/07\/2017-05-29-10.23.55-e1499094770974-300x275.jpg\" alt=\"\" width=\"300\" height=\"275\" \/><\/a><\/p>\n<p>For the fee, you get a Self-Study Workbook, focused on the assessment type requested, and a Peer Review Report. The Report provides an honest snapshot at the time of the visit, manageable recommendations and resources, and also highlights good (and not-so-good) processes.<\/p>\n<p>Who are the AAM Peer Reviewers?<\/p>\n<ul>\n<li>Volunteers (expenses and honorarium provided)<\/li>\n<li>Familiar with MAP and Accreditation<\/li>\n<li>Review materials<\/li>\n<li>Conduct site visits<\/li>\n<li>Write reports<\/li>\n<li>5 years experience in decision-making roles<\/li>\n<li>Knowledgeable about standards, ethics, practices, operations<\/li>\n<li>Engaged with the museum community<\/li>\n<li>Good communicators<\/li>\n<li>Critical thinkers<\/li>\n<li>Committed to the highest ethical standards and level of professionalism<\/li>\n<\/ul>\n<p>Benefits to being a peer reviewer: learning experience, networking opportunities, giving back to the profession, and a source of professional development.<\/p>\n<p>Time and Cost: 40-60 hours per assignment; AAM reimburses expenses; $400 honorarium; keep online profile and availability up-to-date; about 1500 volunteers currently<\/p>\n<p>Types of Museums: children\u2019s museums, university museums, specialized museums, zoo and aquariums, science centers, nature centers, botanical gardens, art, and history \u2013 MAP is specifically looking for people with expertise in these types of museums as volunteers.<\/p>\n<p>Then, Tiffani Emig, CAP Program Coordinator, talked about the CAP Program, which is a program that provides small to mid-sized museums the opportunity to have a conservator and an architectural conservator come to their museum to perform an assessment of their buildings and operations as well as their collections care methods. The museum receives a report that is a high-level, well-rounded view of collections care for the museum.<\/p>\n<p>How can CAP help museums?<\/p>\n<ul>\n<li>Provides a path forward; \u201chere are the things that are the most important things to do to help you best care for your collections.&#8221;<\/li>\n<li>Shows evidence and support of need for grant funding<\/li>\n<li>Outside perspective \u2013 improved board and administration support<\/li>\n<\/ul>\n<p>Conservators and architectural conservators can apply to work on these assessments; there is a rolling application process. Eligibility requirements for assessors:<\/p>\n<ul>\n<li>Professional training in conservation, zoology, botany or horticulture, architectural conservation, architecture, landscape, architecture, engineering, or related field<\/li>\n<li>At least five years of professional experience in preservation, conservation, or collections care in one of the above fields<\/li>\n<li>Experience conducting general conservation assessments\n<ul>\n<li>Potential workshop being developed for eligible people who do not have experience in conducting assessments<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>There is an annual call for institutions to apply for the funding for the assessment. Museum eligibility:<\/p>\n<ul>\n<li>Small or mid-size \u2013 reviewable in 2 days<\/li>\n<li>Organized as nonprofits or unit of state, local, or tribal government<\/li>\n<li>Located in the United States or territory<\/li>\n<li>Organized on a permanent basis for educational or aesthetic purposes<\/li>\n<li>Own tangible objects and make them available to the public<\/li>\n<li>At least 1 FTE paid or unpaid<\/li>\n<\/ul>\n<p>Assessor fees are based on the annual operating budget of the museum. If an assessor&#8217;s fee is higher, the museum must make up the cost difference. They also pay for transportation, lodging, and meals.<\/p>\n<p><a href=\"http:\/\/www.conservators-converse.org\/wp-content\/uploads\/2017\/07\/2017-05-29-10.36.10-e1499093171657.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-17381\" src=\"http:\/\/www.conservators-converse.org\/wp-content\/uploads\/2017\/07\/2017-05-29-10.36.10-e1499093171657-300x230.jpg\" alt=\"\" width=\"423\" height=\"324\" \/><\/a><\/p>\n<p>CAP Program Cycle 2018<\/p>\n<ul>\n<li>Museum Applications 11\/15\/17<\/li>\n<li>Assessor Applications: Rolling<\/li>\n<li>Museum Applications Close: 2\/1\/18<\/li>\n<li>Availability for a new more museums for this fiscal year (before the end of 2017)<\/li>\n<\/ul>\n<p>Laura Hortz Stanton, Executive Director, Conservation Center for Art &amp; Historic Artifacts, presented on StEPS, which has been funded by IMLS since 2005 to assist in creating incremental standards for the History Museum field.<\/p>\n<p>Standards and Excellence Program for History Organizations (StEPS)\u00a0 is open to any museum. It&#8217;s a great entry-level program for institutions that don\u2019t feel ready for another assessment program, or can\u2019t use an outside assessor. It is a self-study tool that is used by 850 organizations nationwide (current enrollment numbers).<\/p>\n<p>The self study tool is a notebook, made up of check boxes. If one can\u2019t check off a box, that means it is an opportunity for improvement for the institution. Here&#8217;s a sample picture of a page in the notebook:<\/p>\n<p><a href=\"http:\/\/www.conservators-converse.org\/wp-content\/uploads\/2017\/07\/2017-05-29-10.50.37-e1499095792243.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-17386\" src=\"http:\/\/www.conservators-converse.org\/wp-content\/uploads\/2017\/07\/2017-05-29-10.50.37-e1499095792243-300x217.jpg\" alt=\"\" width=\"432\" height=\"313\" \/><\/a><\/p>\n<p>As shown in the image above, each section has three levels \u2013 not a \u201cone size fits all\u201d and not intended to meet best practices if you can\u2019t do it on your first shot. it creates a way to have meaningful progress without having to spend lots of money. The institution spends more time than money on this process.
